Job Description:
HRSD's Electrical and Instrumentation Specialist position is a
trade in our apprenticeship program. A combination of on-the-job
training and a Associate's degree in a relevant field must pursued
to become fully qualified.You will be required to take college
classes towards the AS degree within HRSD's service area or online,
outside of normal work hours (100% tuition assistance for classes,
textbooks and fess and mileage reimbursement to/from the
institution). A knowledge/skills assessment is required for this
position. Under broad guidance, the Electrical and Instrumentation
(E & I) Specialist is responsible for:a.Providing electrical,
instrumentation and control (EIC) services to all HRSD departments
and divisions. These services include researching, budgeting,
planning, designing, troubleshooting, repairing and maintaining EIC
equipment.b.Consulting to and providing direction on EIC issues to
engineering firms, architectural firms, contractors and HRSD staff
at all levels on all projectsc.Providing installation, repair and
maintenance of special EIC projects including research and
development process project, electric/electronic lab equipment and
security systemsd.Supervises the work group on assigned projects.
a.Education1.Required Associate degree in Instrumentation
Technology, Electronics Technology, Mechatronics, Electronics or a
related field and completion of HRSD's Electrical and
Instrumentation Apprenticeship Program or equivalent.
b.Experience1.Required a)Must possess 4 years of experience working
in electrical or instrumentation field. b)Record-keeping experience
to include documentation of preventive maintenance and work logs.
c)Must be able to read/understand blueprints, schematics, and
similar diagrams. 2.Desired a)Experience within the wastewater
treatment industry, gaining knowledge of how the process of
treating wastewater takes place and the structure of the plants and
pumping stations b)Experience in planning work and budgeting.
c.Training Levels This position is fully qualified at a Grade 7
with an Associate degree and 4 years of experience in the
electrical and instrumentation trade or an approved Associate
degree and successful completion of HRSD's Electrical and
Instrumentation Apprenticeship Program or equivalent. While a fully
qualified selection is desired, the following training levels and
years of experience are established for personnel who are not fully
qualified: Grade 7a - Appropriate Associate degree or 50 credits
towards an appropriate Associate degree and successful completion
of 75% of on-the-job training skills requirements.Grade 7b -
Appropriate Associate degree or 40 credits towards appropriate
Associate degree and successful completion of 50% HRSD's E&I
apprentice program's on-the-job training skills requirements.Grade
7c - Appropriate Associate degree or 30 credits towards appropriate
Associate degree and successful completion of 25% HRSD's E&I
apprentice program's on-the-job training skills requirements.Grade
7d - Appropriate Associate degree and no experience or 21 credits
towards appropriate Associate degree and no experience or an
Electrical Journeyman or Master Electrician License.Grade 7e - High
School diploma or GED; no college credits and no experience If
hired in a Training Level, Fully Qualified Level Must Be
Consistently Pursued as A Condition Of employment. Failure To Do So
Will Result In Removal From The Position And Potentially Employment

conduit, wiring and controls on various types of
equipment.c)Ability to repair and troubleshoot motor control
circuits.d)Knowledge of medium voltage (2.4 kV - 69 kV) switchgear,
protective relays and protective devices.e)Knowledge of single and
three phase motors.f)Knowledge of electrical, mechanical and
preventive electrical and instrumentation and control systems and
applicable codes in order to plan, install, maintain and repair
process control electrical and instrumentation devices and systems
IAW NEC, OSHA.g)Ability to read and interpret control wiring
diagramsh)Working knowledge of flow meters, pressure measuring
devices, temperature measuring devices, analytical measuring
devices such as (pH, Cl2, SO2, LEL, H2S, NH3 and others).i)Working
knowledge of blowers, generators and motor controls.j)Working
knowledge of PLC's, DCS, RTU's and SCADA systems.k)Working
knowledge of networking architecture and networking
devices.l)Ability to troubleshoot, solder, draft and design, work
with hands, use meters and power tools of any kind, and perform
metal fabrication, pipe fitting, and tube bendingm)Knowledge of
electronic technology, rudimentary physics, fabrication techniques,
different types of instrumentation.n)Extensive knowledge of
regulations and safety procedures that apply to the electrical and
instrumentation field, and working knowledge of the HRSD department
where work is being performedo)Ability to document work performed
and maintain work logsp)Knowledge of procurement and quality
improvement processesq)Proven skill in listening and sustaining
HRSD valuesr)Excellent written and verbal communication skills,
ensuring that project status is shared with all
stakeholderss)Ability to use MS Office products and a variety of
