offshore industries. The Job: Our Government Programs team is
looking for a Program Manager to serve as the primary point of
contact responsible for leading, executing, and growing the
Condition Based Program with the Military Sealift Command. The
Condition Based Program is a cutting-edge program that harnesses
the power of digital technologies to deliver enhanced
classification services to our government clients. The program
provides a comprehensive, real-time picture of a ship''s condition
and state of readiness and allows ABS to tailor onboard survey
activities based on the actual condition of critical structures and
machinery on the ship and to optimize survey times relative to ship
operations. The program enables Operational Commanders to
objectively assess risk and, in partnership with ABS, schedule
surveys and repairs to better support operational commitments. By
having a greater understanding of the ship''s condition, our
government client can better understand the maintenance required
and perform preventative maintenance and repairs before a failure
occurs, which will reduce the ship''s unscheduled
not-ready-for-tasking days. As the Program Manager, you will be
expected to attend in-person meetings at Military Sealift
Command''s headquarters located at Naval Station Norfolk in
Norfolk, VA. Location: The successful candidate will work in person
at the ABS office in Virginia Beach, VA. What You''ll Do: Serve as
the primary point of contact for the Military Sealift Comment in
all areas of responsibility for the Condition Based Program,
provide program and contract focus, as well as a timely appraisal
to the Director of Government Program and Senior Leadership, on
work progress, schedule, budget, and technical problems, and
recommend corrective actions to improve performance. Primary duties
will include executing the program by providing oversight to
achieve cost, schedule, performance, and contractual requirements;
ensuring adequate and timely resources are provided to successfully
execute the program; identifying program issues and risks and
implementing mitigation actions; maintaining prescribed financial
controls; and ensuring continued customer satisfaction and loyalty.
Other Tasks: Manage the program from contract/project award through
completion. Lead the day-to-day execution of the overall program
delivery process. Provide oversight and influence of the program to
ensure execution meets all contractual requirements, is within
approved budget and schedule, and is in accordance with company
quality requirements. Direct and support the development of
schedules and plans that support business objectives, established
budgets, resources, and deliverables for the program. Collaborate
with all internal functional departments (e.g., Digital
Engineering, Engineering, Technology, Survey) to facilitate
transparency across the program, ensure continued customer
satisfaction, and ensure compliance with policies, procedures,
standards, and contractual requirements. Work with all internal

provided to support successful program execution. Conduct Program
Management Reviews to communicate achievements, challenges, and
measurement of progress to the Government client every three months
and to the Director of Government Programs and Senior Leadership
every other month. Stay actively informed concerning technical,
business, and management developments affecting the present and
potential Government clients and communicate this information
promptly to the Director of Government Programs. Negotiate budgets,
schedules, and terms and conditions on specific program proposal
opportunities and change requests. Provide time charge records,
expense reports, and invoice approvals promptly in accordance with
company procedures. Prepare and submit invoices to the Government
client promptly and following contractual terms and conditions.
Work with Financial Services Group to ensure payment on outstanding
invoices is forthcoming promptly. Qualifications What You''ll Need:
Minimum of ten (10) years of maritime industry experience with
relevant Bachelor of Science degree or eight (8) years of maritime
industry experience with relevant Master''s degree is required with
relevant project / program management experience and demonstrated
ability to manage cross-functional projects within a program.
Minimum of two (2) years of relevant project management experience
in a lead role in support of a program. Bachelor of Science degree
in Engineering is required. Master''s degree in Business
Administration or Engineering Management is preferred. It Would Be
Nice If You Had : Project Management Professional (PMP)
certification is preferred Scope of Work Requirements: You must be
a United States citizen. Prefer to possess, or be able to obtain, a
DoD SECRET security clearance. Reporting Relationships: You will
report to the Director of Government Programs. You will not have
any direct reports. Working Conditions: Work is primarily
sedentary. Once in a while exerting up to 10 pounds of force and/or
a negligible amount of force frequently or constantly to lift,
carry, push, pull or otherwise move objects. FLSA Status: Exempt
