Job Description:

Description Bowhead seeks a Liaison Engineer whom acts as a company engineering representative at base or remote locations including customer or supplier facilities. Advises customer and contractor personnel of company requirements for products and services, support equipment and electronic equipment installations. Assists in directing the efforts of subcontractor and company personnel in the handling and installation and utilization of various systems and equipment. Assists in conducting integrated equipment systems tests. The Liaison Engineer (Naval Architect, Mechanical/Marine Engineer or Electrical/Electronics Engineer) for Program Executive Office, Ships USN Boats and Combatant Craft -Division of the Washington Navy Yard will provide prompt design and engineering support to all craft and boats located in Bahrain and Guam as assigned. The incumbent provides the Program Executive Office, Ships USN Boats and Combatant Craft -Division of the Washington Navy Yard with modernization and configuration control support, including technical problem resolution, design/engineering for planning and execution on overhauls'or repair availabilities, alteration proofing and documentation for combatant craft and boats. The incumbent serves as a Senior Project Engineer within the Program Management Division. He/she applies technical knowledge to perform and lead others in the performance of engineering support for waterfront availabilities. Projects assigned at this level typically require immediate and autoritative decisions for engineering changes and for estimating the scope of work involved. Specific duties and responsibilities are as follows: A. Review SARPs, drawings, alterations and production schedules to become familiar with engineering/production requirments and possible problem areas. B. Perform shipchecks to become familiar with the craft and any unique engineering problem areas that may affect production during the availability and for risk assessment of first time SHIPALTS. C. Provide on-site engineering services, assist in resolving production problems, explain and interpret drawings, monitor status and address requests for waivers/deviations. D. Analyze and devise solutions to problems, and deficiencies which are varied in nature and are often complex and unprecedented. Problems which typically arise include: unforseen conflicts with existing configurations and planned installations necessitating redesign and requiring an engineering evaluation; delays in delivery of critical material, requiring the specification of appropriate substitute material or decision to reschedule alterations. Development of problem solutions requires considerable originality in order, to deal with situations which involve new technology, numerous conflict&tg requirements, and lack of precedents and background data. Situations are further complicated by the need to develop solutions that achieve technical requirements without undue impact on costs and schedules. E. Generate design change documentation or Liaison Action Requests for modifications to drawings and additional information required by production. Produce drawings, sketches, and instructions for production use. Initiate action to NAVSEA and the planning yard for changes requiring their approval or resolution. F. Serve as a primary source of engineering technical expertise within the activity concerning all naval architecture systems as the on-site representative for the Program Executive Office, Ships USN Boats and Combatant Craft -Division of the Washington Navy Yard to resolve all SHIPALT related engineering problems. G. Provide design services through guarantee period of the assigned availability. Opening paragraph Requirements --- Bachelor's in Engineering Preferred. However 7+ years design, installation and support of SHIPALTS and repairs could supplement degree. --- May be specialized in the one discipline, but a broad engineering knowledge of other disciplines relating to ship design, i.e., electrical, mechanical, electronics and naval architecture, is. required in order to identify and resolve interfaces and conflicts with related systems. --- Thorough knowledge of the planning yard engineering responsibilities and the relationship between the Naval Supervising Activity (NSA), the Program Executive Office, Ships USN Boats and Combatant Craft -Division of the Washington Navy Yard, the local maintenance providers and the Local Planning Group. This requires a broad knowledge of the Fleet Modernization Program Manual (SL 720-A.A--MAN-O1O), as it relates to the SHIPALT development process. The incumbent must have a thorough knowledge and understanding of the technical functions, objectives and general program of engineering and design. The incumbent must have the ability to perform complex engineering analyses in order to isolate and resolve problems and improve design operation. --- Responsible for determining technical actions necessary to resolve unforeseen problems as they arise and to expedite work. The incumbent is also responsible for interfacing and negotiaiing with project engineers responsible for related SHIPALTs, and for identifying and resolving conflicts and interferences for waterfront availabilities. --- Responsible for the technical adequacy and accuracy of all assigned work, whether performed personally or by other engineers and technicians under his/her direction. The incumbent's duty station is off-site; he/she works largely independent of day-to-day supervision. --- Responsible for keeping the supervisor well informed of conditions and problems aboard his/her assigned craft or concerning other projects that he/she has been assigned. --- --- Required skills or certifications --- Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint --- Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English. --- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
